I am looking to use 42crunch freemium. But I use TeamCity for CI. Is it possible to use a generic CLI or docker container for the scans?

Welcome to the community, and thanks for joining.
At the moment with Freemium you can try out running both API Audit and API Scan in CI/CD mode with Github Actions only, though Freemium support for other CI/CD platforms will follow soon.
Incidentally the premium version does have a CLI and Docker Image for running API Scan.
You can also run API Audit and Scan in Freemium mode from VSCode
